While energy costs are on the rise, many states are also promoting decarbonization—which can lead to even higher household energy costs. So how can we transform greenhouse gas mitigation while also transforming the way we help the disadvantaged populations that will be disproportionately affected by higher bills? For decades, many of the programs designed to help underserved populations afford their energy bills have relied heavily on in-person communications at community action agencies. While in-person assistance is still necessary, there is also a need for more efficient and scalable ways of helping people find energy assistance. Technology solutions can improve the ability to identify underserved populations and make the process less overwhelming for people who are busy trying to make ends meet. This session will focus on the design research that informed Opower’s new product, which uses behavioral science to help low-income households enroll in income-qualified decarbonization and energy assistance programs. We’ll share what we learned from 32 in-depth research sessions focused on the low-income community.
