Isaac McKeithen is a Railroad Safety Specialist with the Federal Railroad Administration (FRA), serving on Safety Management Team 7 within the U.S. Department of Transportation (DOT). He has served in this role for the past four years as part of an 11-year federal career and has more than 32 years of experience in the railroad industry.
For the past decade, Isaac has been actively engaged in the fight against human trafficking throughout Southern California, partnering with survivor-centered nonprofits and ministries to raise awareness, strengthen prevention efforts, and support victims. His extensive experience at the intersection of transportation safety and anti-human trafficking initiatives has established him as a recognized subject matter expert in the field.
In April 2023, Isaac was appointed to the U.S. Department of Transportation's Internal Counter-Trafficking Steering Subcommittee, where he helps advance the Department's strategic initiatives to combat human trafficking across the transportation sector. In April 2025, he was selected to serve as the U.S. rail industry's subject matter expert, representing the U.S. Department of Transportation and the Federal Railroad Administration on the United Nations Economic Commission for Europe's Informal Group of Experts on Combatting Human Trafficking on Railways. In this international role, he contributes to the development of global strategies to prevent and combat human trafficking within railway systems.
Isaac is also a dedicated advocate for the Department of Transportation's Transportation Leaders Against Human Trafficking (TLAHT) initiative, collaborating with transportation agencies and industry stakeholders to strengthen awareness, training, and coordinated action against human trafficking. Through his leadership and expertise, he continues to advance efforts to protect vulnerable individuals and promote safety across the transportation industry.
