Since 2010, Jay has served as a Trial Attorney and section Deputy Chief at the Human Rights and Special Prosecutions Section (HRSP), Criminal Division, U.S. Department of Justice. Throughout his career at HRSP, Jay has been responsible for prosecuting complex human smuggling, violent crime, and human rights cases.
In 2021, Jay was selected to serve as founding co-deputy director for Joint Task Force Alpha, and then in 2022 became HRSP Deputy Chief for International Violent Crime. Since March 2025, with the announcement of the expansion and elevation of Joint Task Force Alpha (JTFA), Jay has served as JTFA Director in Washington, D.C.
Jay is a 1998 graduate of The Citadel and served as infantry officer in the U.S. Army until 2001. In 2006, Jay graduated Magna Cum Laude from the University of Alabama Law School, where he was an editor on the Alabama Law Review and member of the Jessup International Law Moot Court Team. Jay then clerked for two years in the U.S. District Court for the Northern District of Georgia before joining DOJ in 2008.
