Matthew Kyle Foster, a Sergeant in the Criminal Investigation Division of the Arkansas State Police since 2013, works alongside multiple local, county, state, and federal agencies to provide the highest level of justice. He chairs the Arkansas Human Trafficking Council (AHTC), a multidisciplinary collaboration of all law enforcement levels and service organizations. Using a survivor-centric approach, the Council focuses on identifying trafficking cases, providing victim services, and enhancing prosecution, with core contributions from the Department of Public Safety, Arkansas Attorney General’s Office, and the Department of Human Services. The AHTC also hosts subcommittees on outreach, strategic planning, training, victim services, law enforcement, and survivor-led initiatives.
