Retired FBI Assistant Director Frank Figliuzzi, author of Long Haul: Hunting the Highway Serial Killers (HarperCollins), and a senior national security analyst for NBC News, and survivor/thriver Nancy Yarbrough, founder and Executive Director, Fresh Start Learning, Inc., and a noted victim advocate and author, share fresh insights and best practices on the intersection of long-haul trucking and sex trafficking. Ms. Yarbrough brings her experience as a trafficked survivor of violent encounters with truckers, and as an active anti-trafficking practitioner. Ms. Yarbrough is an experienced presenter, including a Tedx Talk on “Myths, Misconceptions, Mysteries and Mistakes of the Sex Trade.” In 2010, Ms. Yarbrough founded Fresh Start Learning to address gaps in support for other survivors. The nonprofit serves in the areas of trafficking response, domestic violence, and substance abuse treatment, as well as direct street outreach implemented by survivors. Mr. Figliuzzi, a retired 25-year veteran FBI special agent, deeply immersed himself for over a year within three cultures: long haul truckers, sex-trafficked victims and survivors, and the law enforcement crime analysts who attempt to connect the dots to stop the endless stream of violent victimization along our nation’s highways. Frank rode over 2,000 miles in a big-rig to learn the trucker culture, spent days with trafficking victims, interviewed the top street-level sex trafficking experts in the nation, and visited resource centers that help victims leave the trap of trafficking. During his FBI career, he oversaw investigations into nation-wide trafficking rings, including trafficking of minors to high-profile events like the Super Bowl and national fraternity conventions. In both his FBI career and his later research in support of his book, Figliuzzi learned best practices for partnership between private organizations and law enforcement. Through their respective experiences, the presenters gleaned invaluable lessons into the perils associated with trucker-related trafficking, and gained insights into best practices for awareness, prevention, and intervention, applicable to 1) law enforcement, 2) community organizations, and 3) the trucking industry. For this workshop, emphasis would be placed on situational awareness and risk reduction for interstate travelers, latest trends and shifts in trucker-related trafficking, the FBI’s response to violence against victims of truckers, the most promising research and real-life initiatives in human trafficking intervention, algorithmic analysis of online sex-ads, and successful partnership models that rethink law enforcement approaches. Yarbrough and Figliuzzi’s diverse backgrounds serve as complementary catalysts for a compelling dialogue for participants seeking to learn more about the often-overlooked aspect of human trafficking that takes place in and around the truck stops, gas stations, rest stops and big-rigs that we pass by every day.
