Safe Harbor laws emerged to shift the response to commercially sexually exploited children away from criminalization and toward protection and services. Yet legal protections alone do not guarantee safety. This panel explores what true “safety” in the context of Safe Harbor looks like in practice, examining the harms of diversion, detention, and system involvement, as well as the promise and limitations of current responses. Panelists will discuss how the field can move beyond policy to create holistic, survivor-centered approaches that prioritize physical, psychological, emotional, and spiritual safety. The conversation will also highlight the long-term social and economic benefits of investing in genuine safety and healing for young people.
