Shannon Lukowski is a subject matter expert on human trafficking and missing youth, serving within the Division of Youth Development and Partnerships for Success at the New York State Office of Children and Family Services. In her current capacity, she oversees New York State’s Safe Harbour programs and anti-human trafficking and missing youth initiatives.
With a master’s degree from the University of Akron and extensive experience in both preventative and foster care systems, Ms. Lukowski is a dedicated advocate for at-risk youth. As an experienced speaker, Ms. Lukowski has educated diverse audiences across New York state and nationally on identifying trafficking indicators and connecting youth to critical resources.
