Speaker Bio
Mirella Beltram is the Director of Human Trafficking & Gender Responsive Services at the CT Department of Children and Families. She leads the agency’s strategy to address human trafficking and strengthens trauma‑informed, gender‑responsive practices across child welfare. Mirella oversees the statewide Human Anti‑Trafficking Response Team (HART), improving coordination and compassionate responses to youth impacted by trafficking. She has also revised DCF’s human trafficking training to strengthen its victim‑centered, accessible approach.
Before joining DCF, Mirella was at Polaris where she led the global expansion of the Global Modern Slavery Directory, supported international casework for the National Human Trafficking Hotline, secured major funding, and developed multilingual training programs. She also collaborated with corporations, governments, and NGOs to strengthen policies and referral systems, and has presented at global forums.
Mirella holds a Master’s in International Affairs from George Washington University, where she focused on trafficking prevention among refugee populations. She is committed to building coordinated and compassionate anti‑trafficking systems.
