This focused law enforcement session examines the complex reality of victim-offender intersectionality (VOI) in human trafficking cases—where individuals may be both exploited and criminalized, often unknowingly. Using real-world case studies, the participants will explore how trauma bonding, coercion, and manipulation create “bottoms” or enforcers who appear complicit but are, in fact, deeply victimized. The session addresses why traditional identification methods often miss these nuances and how trauma-informed strategies can help distinguish control from consent. With over 28 years in law enforcement and recipient of the 2017 Florida Human Trafficking Law Enforcement Official of the Year award from Florida Attorney General Bondi, Alan Willkett brings an unmatched level of knowledge and expertise in the field of anti-trafficking. Kim, a lived experience, law enforcement specialist will offer insight into how VOI dynamics present in the field and how law enforcement can partner more effectively with survivors to improve outcomes.
